The movement of goods through Germany is free except for very few restrictions. In order to move excise goods and to take part in the electronic procedure you must have been registered in due time.
The movement of goods within the European Union is unrestricted in principle. However, some restrictions do apply and specific rules must be observed where certain selected goods and/or excisable products are concerned.
Goods ordered online are frequently sent by mail. Where such consignments do not leave the EU, ordering businesses must observe restrictions only in exceptional cases. The situation is different, however, if consignments originate from third countries, that is, outside the EU.
